CARACAS, Venezuela · As President Hugo Chavez began his third term pledging socialism as Venezuela's "salvation," Carlos Julio Guia and his wife, Morelia Gonzalez, decided to face facts. After years of marching in opposition rallies and repeatedly trying to vote him out of power, they see no other option but to leave their country.

Chavez announced plans to strip the Central Bank's autonomy and nationalize two private utilities firms. He has asked the National Assembly for special powers to enact "revolutionary laws" by decree and seeks constitutional reforms to eliminate presidential term limits that would keep him from running for office again in 2012
